✓ Explain the WHY → tie it to strategy/priorities, not "no"
✓ Acknowledge the value → "this is a good idea, and..."
✓ Offer a PATH where you can → "not now, but revisit next quarter"
✓ Say it with DATA → impact vs. effort vs. alternatives
✓ Be consistent → apply the same bar to everyone
